Material considerations are matters that a planning authority should take into account and can include government policies and specific designations e.g. Area of Outstanding Beauty, listed building status.

• Use classes (registered use of the building)
• Derelict or redundant status
• Planning policy (e.g. Planning policy statements, Development Plan, local development control policies)
• Economic issues (industrial/commercial use, traffic, jobs)
• Setting in area of ONB and related policies, including physical qualities and design
• Planning history of site
• S.106 agreements for that development
• Relationship with adjacent sites, especially ancient monuments
• Highways, access and rights of way
• Access to services
• Local views (especially if based on parish plan or design statement)
• Visual impact
• Privacy
• Noise and smell
• Related decisions
• Cumulative impact
Non-material considerations
• The applicant
• Land ownership
• Private rights
• Restrictive covenants
• Property values
• Competition or loss of view
• Construction noise
• Anti-social behaviour of applicant
• Future use
• Solely the level of objection (petitions etc.)
• Those covered by other legislation
