S.112, Local Government Act 1972 enables a parish council to appoint one, or more, of its members to be officers of the council, without remuneration.

This does not diminish the need to appoint a paid Clerk or RFO, but can provide a useful short-term solution when there is a vacancy on the staff and the necessary skills are present on the council.

The Accountability & Governance Practitioners Guide states that to maintain the proper segregation of duties, the Chair of the Council, or of a Finance Committee, should never be appointed either as Clerk or as RFO.
