If a meeting is considered to be necessary outside the council's normal schedule of meetings, the Chair may call an extraordinary meeting of the Council at any time (para 9(1), Schedule 12, Local Government Act 1972). The requirement for three clear days' notice applies in the same way as it does for ordinary, scheduled meetings.
If, after being requested in writing (signed by two members) to call an extraordinary meeting, the Chair refuses, or does not call a meeting within seven days after receipt, any two members may convene an extraordinary meeting.
