Formal complaints about councillors will generally allege a breach of the Code of Conduct. The Localism Act, 2011 requires district councils to have arrangements in place for the investigations of such complaints, which are carried out by the Monitoring Officer, in consultation with an appointed 'independent person'.   Parish Councils should not investigate such complaints.
